PURPOSE
RIPARTO IS A SOCIAL AND FINANCIAL INCLUSION PROJECT THAT SEEKS TO CONCRETELY ADDRESS THE PROBLEM OF OVER-INDEBTEDNESS.
The objective of the project promoted by the Movimento Consumatori, ACLI and Adiconsum is to help citizens and businesses find a way out of over-indebtedness by means of access to free support, management, and guidance through the crisis management procedures provided by Italian Law No. 3/2012 and now provided by the “Codice della crisi”.
Funded by the Italian Ministry of Labour and Social Policies, the RIPARTO project was created to make a significant contribution to Goal 1, Goal 10 and Goal 12 of the UN 2030 Agenda.
To achieve this important goal, the Movimento Consumatori, ACLI and Adiconsum have promoted the first Italian debt advisory network to assist citizens and small businesses in difficulty.

Prevention, resolution, and starting over are the keywords of the RIPARTO project.
A better future for everyone really is possible, but only if we all do our bit. It is on this inspiring principle that the RIPARTO project is founded, in the hope of fostering sustainable economic and social development by promoting a financial culture based on awareness and information, encouraging good practices and responsible consumption, and using protected channels to access credit.
The three courses of action on which the RIPARTO project is based are:
It is possible to prevent over-indebtedness while strengthening protection instruments and raising the awareness of citizens who need to make financial decisions. A thorough credit check by banks and the responsible use of credit by customers will avoid unsustainable debts. We need to improve citizens’ financial literacy and promote patterns of sustainable consumption.
The best resolutions involve specialised advisors who can listen and pay attention to citizens’ problems. This is the philosophy that inspires the free debt advisory services offered by the RIPARTO helpdesks throughout Italy. Citizens and businesses can turn to these helpdesks for support and skilled assistance when managing debt and over-indebtedness, thus allowing them to identify the best way to make their repayments manageable.
Helping citizens start over is the objective of the RIPARTO project, which relies on close collaboration with various project partners to help citizens access new work and professional opportunities, including through micro-financing services.

PRIOR ADVICE AND FINANCIAL LITERACY
Do you need to apply for a mortgage or loan but are worried about biting off more than you can chew? Would you like to review your family budget?
The best way to avoid falling into over-indebtedness is to prevent it. The Riparto helpdesk is here to help.
Before you can access a mortgage or loan, your bank or lender will need to carefully consider your ability to make the repayments and provide yourself and your family with a decent standard of living. Banks and lenders are obliged to assess the creditworthiness of their customers before lending to them.
Once you have passed the credit checks, you need to ensure you understand the nature and characteristics of the loan offers you have received, the guarantees requested, and the interest rate applied. You should compare different offers and identify a catch-free loan that meets your specific needs. Remember, you should only ever resort to credit in a conscious and informed manner.
Our Riparto debt advisors can help citizens understand the consequences of taking out a loan, plan their family budget, and compare the different mortgage and personal loan offers available on the market. Taking out a mortgage or loan is an important and complex decision to make and requires you to weigh up several, often complex factors.

EVALUATING THE LEGITIMACY AND FAIRNESS OF DEBTS
Have you received a payment request from your bank, a huge bill, or a crazy tax return?
Our Riparto helpdesk advisors can help you evaluate the legitimacy and fairness of your banking contracts and assess whether you owe the interest, commission, or fees requested. Consumers are entitled to have their loan repayments recalculated if interest rates above the maximum legal ceiling have been applied (this often occurs when loans are assigned based on one-fifth of your salary), to a refund of all fees in the event of early repayment, or a recalculation of interest if their contract does not contain the correct CSI or API instructions. If you are a guarantor, you need to make sure the guarantee issued has not been terminated due to the bank’s failure to act against the principal debtor within the six-month validity window.
Similar checks can also be carried out on water, energy, and gas bills, which often contain adjustments that are not owed or mandatory.
Contact our Riparto helpdesk advisors today to check the legitimacy and fairness of your loans.
DEBT RESTRUCTURING ADVICE
Do you struggle to make ends meet because your mortgage or loan payments are too high?
The debt advisors at our Riparto helpdesks can help you weigh up the best options and quickly reach an agreement with your bank or credit institution to update your repayment plan. You can join a temporary moratorium, extend the duration of your loan by reducing the instalments, renegotiate the interest rate, or request a subrogation that allows you to transfer your loan to another bank without incurring penalties.
It is important to make sure you handle difficult situations as soon as possible to avoid defaulting or being reported to the Central Credit Register or other credit agencies for being a “bad payer”, which can result in a loss of access to loan or banking services. An out-of-court settlement is often the best solution when only a few creditors or banks are involved.
An out-of-court agreement with your bank can allow you to deal with warning signs quickly and cost-free, resulting in the prevention of potential over-indebtedness. Don’t wait too long. Try to deal with the situation as soon as you can.
CRISIS MANAGEMENT PROCEDURES
Are you over-indebted and looking for a resolution so that you can start over?
If you are over-indebted or have realised that your debts and accessible assets are out of balance – which is resulting in significant difficulties or an inability to pay your debts – you can access the over-indebtedness settlement procedures provided for by Italian Law No. 3/2012 and now provided by the “Codice della crisi. Doing so will allow you to make your debts sustainable so that you can start over and, where possible, obtain a bankruptcy discharge.
Get in touch with the Riparto helpdesk today and our team of specialised debt advisors will clearly and simply explain (free of charge) what the different procedures are, their requirements, how to access them, the role played by the Crisis Resolution Body, the consequences in case of approval by the court, and the conditions under which you can obtain a bankruptcy discharge or release from your debts. Our advisors can help you identify a crisis resolution body, source the documentation you need, and source funding for the fees incurred to access these procedures.
STARTING OVER
Initiating the process of resolving over-indebtedness is a necessary step, but it is not enough on its own to give you the chance to start over. Starting over requires better financial literacy and awareness, a sustainable lifestyle, responsible consumption, and the ability to plan your income and expenses as part of a family or small business budget.
The Riparto helpdesk can put you in touch with micro-financing operators who can give you a loan to assist with your plans to start over or found a small business.
We can also put you in touch with our non-profit network for support with additional needs.
